The Electoral and Judicial Tribunal
The Electoral and Judicial Tribunal (EJT) shall be composed of impartial representatives from all the class-blocks. Each block shall appoint three members. However, the members from each block shall be entitled to only one collective vote.
The Tribunal shall elect from among its members a Chairman, a Vice Chairman, a Secretary and a Treasurer.
The Chairman shall preside over the meetings of the Tribunal and shall exercise such other powers inherent to his office and those necessary for the efficient and effective discharge of the functions of the Tribunal.
The Vice-Chairman shall assist the Chairman and shall preside over the meetings of the Tribunal in the absence or in case of the incapacity of the Chairman. He shall succeed to the chairmanship of the Tribunal in case of the permanent incapacity, resignation, or removal of the Chairman.
The Secretary shall keep a record of the proceedings of the Tribunal. He shall certify to all official acts of the Tribunal together with the Chairman.
The Treasurer shall have custody of the funds of the Tribunal and authorize, together with the Chairman, any disbursements of funds duly authorized by the Tribunal. He shall submit to the Executive Board for its approval (1) in cases where the automatic appropriation under Section 11 hereof is insufficient for the Tribunal to effectively perform its functions, a budget proposal not later than the third month of the first semester and (2) a financial statement at the end of the academic year.
The Electoral and Judicial Tribunal shall have the following powers and functions:
(1) To prepare and conduct any and all kinds of election provided in this Constitution;
(2) To promulgate, enforce, and administer all rules and regulations relative to the conduct of an election, plebiscite or referendum;
(3) To hear and decide election protests and controversies;
(4) To hear and decide impeachment cases in accordance with this Constitution; and
(5) To promulgate its own rules of procedure in the discharge of its powers and functions.
