The General Assembly
The General Assembly (GA) shall be composed of all class presidents or other authorized class representatives. It shall be convened every second month of the first semester of the academic year by the President, or by a written petition of at least one-third (1/3) of its members after written notice duly posted on the General Assembly Bulletin Board.
The General Assembly shall elect from among its members a Presiding Officer, a Deputy Presiding Officer, and a Secretary-General.
(1) The Presiding Officer shall
a. preside over the meetings of the General Assembly;
b. supervise the performance of the other officers of the functions given to them by this Constitution and the General Assembly;
c. create committees necessary for the effective performance of the General Assembly and
d. perform other functions as may be necessary for the effective and efficient performance of the powers and functions of the General Assembly.
(2) The Deputy Presiding Officer shall
a. succeed the Presiding Officer in case of resignation, removal or permanent incapacity of the latter to discharge his functions and duties;
b. discharge the functions of the President in case the latter is absent or temporarily incapacitated and
c. perform such other functions as may be assigned to him by the Presiding Officer
(3) The Secretary General shall
a. keep a record of the proceedings of the General Assembly;
b. keep a systematic and orderly file of all official records of the General Assembly;
c. certify all acts of the General Assembly, duly noted by the Presiding Officer;
d. post notices and announcements necessary for the efficient and effective operation of the General Assembly;
e. prepare and submit to the General Assembly for its approval the annual General Assembly Report at the end of the academic year and post the same on the General Assembly Bulletin Board for the information of the studentry; and
f. perform such other functions as may be assigned to him by the Presiding Officer.
The General Assembly shall have the following powers and functions:
(1) To make policy decisions on matters affecting the students of the College;
(2) To review, affirm, revoke, revise or modify policy decisions made by the Executive Board in cases requiring immediate decision: Provided, that such power can be exercised by the General Assembly only within three (3) working days, its members in a session called for that purpose;
(3) To appoint among themselves batch representatives to coordinate with the Public Relations Officer regarding issues affecting each batch;
(4) To convene as a body to try (an) EJT member(/s) for (an) impeachable offense(/s) and to vote upon the matter in joint session with the Executive Board and the General Assembly voting separately: Provided, that no EJT member can be impeached without a majority vote of each body;
(5) To create its own rules of procedure; and
(6) To exercise such other powers and functions as may be necessary and incidental to the exercise of the powers and functions herein conferred.
